GetLastIDByDate
Retrieve the last ID by date. It's gets the ID of the last news item published before or equal to the supplied date and time. This can then be used with ListenByLastID, and will retrieve news published later than the date supplied to GetLastIDByDate. Returns -1 if no news items could be found before the supplied date.
